Shirley was born in Keyser, WV. She was graduated from George Washington University and served as an instructor at Daytona State College.  She was Lutheran. Survivors include children Victor Mantilla, Miguel Mantilla, Sherry Mantilla, Cindy Mantilla and grandchildren. She was preceded in death by her husband Raymond.
